Opinions on Further Strengthening the protection of intangible cultural heritage

Intangible cultural heritage is an important part of Chinese excellent traditional culture, a vivid witness to the continuous inheritance of Chinese civilization, and an important basis for connecting national feelings and maintaining national unity. Protecting, inheriting and making good use of intangible cultural heritage is of great significance to continue the historical context, strengthen cultural confidence, promote cultural exchanges and mutual learning, and build a socialist cultural power. *** In order to further strengthen the protection of intangible cultural heritage, the following opinions are put forward.
1、 General requirements
（1） Guiding ideology. *** Implement the working policy of "protection first, rescue first, rational utilization, inheritance and development", deeply implement the inheritance and development project of intangible cultural heritage, effectively improve the systematic protection level of intangible cultural heritage, and provide spiritual strength for the comprehensive construction of a socialist modern country.
（2） Working principles. Adhere to the party's leadership over the protection of intangible cultural heritage, and consolidate the work pattern of Party committee leadership, government responsibility, departmental coordination and social participation; Adhere to the Marxist concept of the motherland, nationality, culture and history, and forge the consciousness of the Chinese national community; Adhere to the people as the center, strive to solve outstanding problems of common concern to the people, and constantly enhance the people's sense of participation, acquisition and identity; Adhere to legal protection and fully implement legal responsibilities; Adhere to integrity and innovation, respect the basic connotation of intangible cultural heritage and carry forward its contemporary value.
（3） Main objectives
By 2025, the representative projects of intangible cultural heritage will be effectively protected, the working system will be scientific and standardized, and the operation will be effective. The people's sense of participation, acquisition and identity in intangible cultural heritage will be significantly enhanced, and the role of intangible cultural heritage in serving the contemporary and benefiting the people will be further brought into play.
By 2035, the intangible cultural heritage will be fully and effectively protected, the inheritance vitality will be significantly enhanced, the working system will be more perfect, the inheritance system will be more perfect, the protection concept will be further rooted in the hearts of the people, the international influence will be significantly improved, and its role in promoting sustainable economic and social development and serving the major national strategy will be more prominent.
2、 We will improve the protection and inheritance system of intangible cultural heritage
（4） Improve the investigation record system. Carry out the national intangible cultural heritage resources survey, improve the archives system, strengthen the digital construction of archives, and properly preserve relevant physical objects and materials. We will implement the intangible cultural heritage recording project, use modern scientific and technological means to improve the level of professional records, widely launch social records, and comprehensively and systematically record the representative projects and inheritors of national intangible cultural heritage. Strengthen the integration and sharing of national intangible cultural heritage resources, further promote the opening of intangible cultural heritage data to the society according to law, and further strengthen the social utilization of archives and recorded achievements.
（5） Improve the representative project system. Build a more scientific and reasonable representative project classification system. We will improve the directory system of representative projects at the national, provincial, municipal and county levels. Strengthen the uation of the existence of representative projects and establish a dynamic adjustment mechanism. Consolidate the responsibilities of representative project protection units, and strengthen performance uation and dynamic management. Strengthen the protection of cultural space related to representative projects. We will actively do a good job in the declaration and implementation of the UNESCO intangible cultural heritage list project.
（6） Improve the representative inheritor system. Improve the identification and management system of national, provincial, municipal and county representative inheritors, and prudently carry out recommendation and identification with inheritance as the center. For the projects of collective inheritance and mass practice, explore and identify representative inheritance groups (groups). Strengthen the uation and dynamic management of representative inheritors, and improve the exit mechanism. We will implement the training program for inheritors of China's intangible cultural heritage to further improve their skills and abilities. Strengthen the construction of inheritance echelon, promote the combination of traditional inheritance methods and modern education system, broaden talent training channels, and constantly expand the inheritance team.
（7） Improve the regional overall protection system. We will protect intangible cultural heritage and the cultural and natural ecological environment that can be bred and developed as a whole, highlight regional and ethnic characteristics, continue to promote the construction of cultural and ecological reserves, and implement the main responsibilities of relevant local governments. Promote the effective connection between the construction of cultural and ecological reserves and the construction of national cultural parks, and improve the overall regional protection level. Tap the intangible cultural heritage resources in the hometown of Chinese folk culture and art, Chinese traditional villages, Chinese beautiful leisure villages, national key rural tourism villages, famous historical and cultural cities, famous towns and villages, and national "one village, one product" demonstration villages and towns, improve the connotation of local culture, and build characteristic villages, towns and blocks of intangible cultural heritage. We will strengthen the protection of intangible cultural heritage in the construction of new urbanization and comprehensively promote the work of "intangible cultural heritage in the community".
（8） Improve the inheritance and experience facility system. On the existing basis, make overall planning for the construction and utilization of the National Intangible Cultural Heritage Museum, encourage qualified places to build Intangible Cultural Heritage Museum, promote the supporting reconstruction of national intangible cultural heritage representative projects, and build a new inheritance experience center, so as to form a collection of inheritance, experience, education, training A heritage experience facility system integrating tourism and other functions. Encourage social forces to set up inheritance and experience facilities. Study and improve the management system of Intangible Cultural Heritage Museum, and establish the filing, uation and grading system of Intangible Cultural Heritage Museum.
（9） Improve the theoretical research system. Coordinate and integrate resources, strengthen the professional research force of national intangible cultural heritage, and build a number of national intangible cultural heritage research bases. Establish a multidisciplinary research platform around major issues related to intangible cultural heritage in major national strategies and major cultural projects. Strengthen the construction of key laboratories for intangible cultural heritage. We will improve the quality of academic journals on intangible cultural heritage and strengthen the publication of intangible cultural heritage. Regularly hold annual conferences and academic conferences on the protection of China's intangible cultural heritage.
3、 Improve the protection and inheritance level of intangible cultural heritage
（10） Strengthen classified protection. Explain and excavate the era value and social function of folk literature, and innovate the way of expression. Improve the practice frequency and performance level of traditional music, traditional dance, traditional drama, quyi and acrobatics, deeply implement the drama revitalization project and the inheritance and development plan of Quyi, increase support for the creation of excellent scripts and quben, and enhance the vitality of performing arts intangible cultural heritage. Promote the integration of traditional sports and entertainment into national fitness activities. We will continue to implement the plan to revitalize Chinese traditional crafts, strengthen the protection and inheritance of excellent traditional handicrafts of all ethnic groups, and promote the wide application of traditional art, traditional skills, traditional Chinese medicine processing and other traditional crafts in modern life. The qualified traditional craft enterprises will be included in the list of time-honored Chinese brands, and the qualified representative inheritors of intangible cultural heritage of traditional medicine will be supported to obtain the qualification of doctors according to law. Enrich the contents and forms of traditional festivals and folk activities, and deeply implement the revitalization project of Chinese traditional festivals.
（11） Integrate into major national strategies. Strengthen the protection and inheritance of intangible cultural heritage in major national strategies such as the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River economic belt, the construction of the Great Bay area of Guangdong, Hong Kong and Macao, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River Basin, and promoting the comprehensive deepening of reform and opening up in Hainan, establish a regional protection coordination mechanism, strengthen special research and hold brand activities. Increase the inheritance and utilization of rich and diverse intangible cultural heritage resources in the Yellow River Basin. In the construction of xiong'an new area, Beijing Urban sub center and National Cultural Park, we will strengthen the protection and inheritance of intangible cultural heritage, vividly present the unique creation, value ideas and distinctive characteristics of Chinese culture, and realize sustainable development. In the implementation of the Rural Revitalization Strategy and the construction of new urbanization, we should give full play to the role of intangible cultural heritage in serving grass-roots social governance, combine the protection of intangible cultural heritage with beautiful rural construction, agricultural cultural protection and urban construction, protect cultural traditions and keep the cultural roots.
（12） Promote rational utilization. On the premise of effective protection, promote the integrated development and high-quality development of intangible cultural heritage and tourism. Deeply tap the consumption potential of rural tourism, support the use of intangible cultural heritage resources to develop rural tourism and other business forms, shape tourism with culture and highlight culture with tourism, and launch a number of theme tourism routes, research tourism products and performance works with distinctive characteristics of intangible cultural heritage. Support the organic integration of intangible cultural heritage into scenic spots and resorts, and build characteristic scenic spots of intangible cultural heritage. Encourage the rational use of intangible cultural heritage resources for literary and artistic creation and design, and improve the quality and cultural connotation. Use the Internet platform to broaden the promotion and sales channels of relevant products. Encourage Intangible Cultural Heritage related enterprises to expand the international market and support the export of their products and services.
（13） We will strengthen the protection and inheritance of intangible cultural heritage in old revolutionary base areas, ethnic minority areas, border areas and poverty-stricken areas. Establish a cooperation mechanism for the protection of intangible cultural heritage in the eastern, central and western regions, and encourage the eastern region to strengthen cooperation and assistance to the central and western regions. We will strengthen the protection of intangible cultural heritage in old revolutionary base areas and encourage inheritors to create works with the theme of red culture. Adhere to the main line of building a strong sense of the Chinese nation community, promote the protection and inheritance of intangible cultural heritage of all ethnic groups, and establish and highlight the Chinese cultural symbols and image shared by all ethnic groups. Carry out investigation on intangible cultural heritage resources in border areas. Promote joint protection actions with neighboring countries. We will increase professional support for the protection of intangible cultural heritage in poverty-stricken areas, further promote intangible cultural heritage, help rural revitalization, encourage the construction of intangible cultural heritage employment workshops, and promote the employment and income of local people out of poverty.
4、 We will strengthen the dissemination and popularization of intangible cultural heritage
（14） Promote wide dissemination. Adapt to the trend of media in-depth integration, enrich communication means, expand communication channels, encourage news media to set up special topics and columns on intangible cultural heritage, support the creation of documentaries on relevant themes, run relevant excellent programs, and encourage all kinds of new media platforms to do relevant communication work. Use public cultural facilities such as cultural centers (stations), libraries, museums and art galleries to carry out training, exhibitions, lectures, academic exchanges and other activities related to intangible cultural heritage. Organize colorful publicity and display activities during traditional festivals, cultural and natural heritage dates. Strengthen professional and regional intangible cultural heritage display and performance, and hold China Intangible Cultural Heritage Expo, China Chengdu International Intangible Cultural Heritage Festival and other activities.
（15） Integrate into the national education system. We will run the content of intangible cultural heritage through national education, build a curriculum system and teaching material system of intangible cultural heritage, and publish books on general education of intangible cultural heritage. Set up characteristic courses of intangible cultural heritage in primary and secondary schools, and encourage the construction of characteristic primary and secondary school inheritance bases of national intangible cultural heritage representative projects. Strengthen the discipline system and professional construction of intangible cultural heritage in Colleges and universities, and support qualified colleges and universities to independently add master's and doctoral programs. Vocational schools shall offer majors and courses related to the protection of intangible cultural heritage. We will strengthen the training of teachers of intangible cultural heritage and support representative inheritors to participate in school teaching, teaching and scientific research. Guide social forces to participate in intangible cultural heritage education and training, and widely carry out social practice and research activities. Build a number of National Intangible Cultural Heritage Inheritance and education practice bases. Encourage intangible cultural heritage to enter the campus.
（16） Strengthen foreign exchanges and cooperation with Hong Kong, Macao and Taiwan. Cooperate with important activities, festivals, conferences, etc. to hold foreign exchanges and dissemination activities of intangible cultural heritage to Hong Kong, Macao and Taiwan. One belt, one road, is to strengthen cooperation with the international organizations such as UNESCO in the field of intangible cultural heritage, expand channels for multilateral and bilateral cooperation, strengthen exchanges with the "intangible cultural heritage" of "one belt and one road", enhance our country's discourse rights in the international intangible cultural heritage, and safeguard national sovereignty and cultural security. Strengthen the construction of international cultural experts and exchanges and cooperation between Chinese and foreign think tanks to enhance international academic influence. Embassies and consulates abroad, overseas Chinese cultural centers, overseas tourism offices, Chinese enterprises, overseas Chinese and students studying abroad are encouraged to actively carry out the publicity and promotion of China's intangible cultural heritage. Launch excellent works such as film and television dramas, documentaries, promotional films, stage dramas and short videos focusing on the external dissemination of China's intangible cultural heritage. Exchange advanced experience in intangible cultural heritage protection through cultural exchanges between China and foreign countries, and publicize China's intangible cultural heritage and excellent Chinese traditional culture to the international community. We will actively promote exchanges and cooperation between the mainland and Hong Kong, Macao, the mainland and Taiwan, and give full play to the unique role of intangible cultural heritage in enhancing cultural identity and maintaining national reunification.
5、 Safeguard measures
（17） Strengthen organizational leadership. Party committees and governments at all levels should further improve their understanding of the importance of intangible cultural heritage protection, incorporate intangible cultural heritage protection into relevant plans for economic and social development and into the assessment and uation system. We will improve the joint meeting system for the protection of intangible cultural heritage. Guide social forces to participate in the protection of intangible cultural heritage, give full play to the role of industry organizations, encourage enterprises and institutions to make legal and rational use of intangible cultural heritage resources, and form an institutional mechanism and social environment conducive to protection and inheritance.
（18） Improve policies and regulations. We will study and amend the intangible cultural heritage law of the people's Republic of China, improve relevant local laws and regulations, further improve the laws, regulations and systems of intangible cultural heritage, and establish a system of intangible cultural heritage acquisition and benefit sharing. Strengthen the supervision and inspection of the implementation of laws and regulations, and establish a law enforcement and inspection mechanism for intangible cultural heritage. Comprehensive use of copyright, trademark rights, patent rights, geographical indications and other means to strengthen the protection of intellectual property rights of intangible cultural heritage. We will strengthen law popularization education on intangible cultural heritage.
（19） Strengthen fiscal, taxation and financial support. Governments at or above the county level shall include the funds for the protection of intangible cultural heritage in the budgets at the corresponding levels according to law, so as to improve the efficiency of the use of funds. Budget units are encouraged to purchase products and services related to intangible cultural heritage according to work needs. We will adopt policies and measures such as targeted subsidies and loan interest discounts to support the infrastructure construction of intangible cultural heritage. Support enterprises related to intangible cultural heritage to enjoy preferential tax policies according to regulations. Encourage and guide financial institutions to continue to strengthen financial services for intangible cultural heritage. Support and guide citizens, legal persons and other organizations to participate in the protection and inheritance of intangible cultural heritage in the form of donations, financial assistance and the establishment of foundations according to law.
（20） Strengthen the construction of institutions and teams. Party committees and governments at all levels shall define the functional departments for the management of intangible cultural heritage according to law, make overall use of staffing resources, and adapt the strength of intangible cultural heritage protection to its responsibilities and tasks. Implement the national intangible cultural heritage talent team capacity improvement project. Incorporate the protection of intangible cultural heritage into the education and training of relevant cadres. We will improve the appraisal system for professional and technical titles of intangible cultural heritage protection. Promote the construction of intangible cultural heritage think tanks and further play the role of expert consultation. Organizations and individuals that have made significant contributions to the protection and inheritance of intangible cultural heritage shall be commended and rewarded in accordance with the relevant provisions of the state.
